As the first in a four-volume final report of a Right to Read preservice, competency-based modular reading specialist project, this volume contains a guide for the project implementor and a description of the first component of the project entitled, "Reading/Language Arts, K-12." The implementor guide discusses the philosophy, organization (terminology, format, and modular credit), and delivery system for the program and presents a complete outline for all 14 components of the total program. The first component comprises the major portion of the volume; it is an overview of the entire field of the teaching of reading. The purpose of the component is to provide a pretest or preexperience whereby students can choose from more than 100 competency modules in order to sample the content involved in reading specialist education. Each competency is organized and discussed according to module, rationale, objectives, learning alternatives, indicators of student input, and evaluation. (MAI)
