Issues in Postsecondary Education Finance: Summaries of Six Issues. Report No. F78-2.

Six papers that address issues on postsecondary education finance and were presented at a conference sponsored by the Finance Center of the Education Commission of the States are summarized. The first paper, by Frank A. Schmidtlein and Joseph J. Popovich, Jr., is an exposition of the demographic, economic and social changes affecting the climate toward, and environment of higher education and the way it is financed. Susan C. Nelson addresses the issue of the equity of public subsidies for higher education and John Augenblick looks at the equity of the ways in which community colleges are financed. The paper by William D. Hyde, Jr., is a review of the effects of direct student financial aid programs and changes in tuition level on students' decisions to take further schooling after high school. The interrelationship between federal and state efforts in financing postsecondary education is examined by John B.Lee. The final paper, by John Minter, addresses the topic of institutional financial health and describes several technical problems related to assessing the financial health of colleges and universities.
