Resource Guide and Bibliography on School Councils.

While membership in school councils is estimated at 1,200,000, mostly as a result of regulations connected with federal programs, the actual effectiveness of school councils remains low. Administrators, school boards, and parent organizations often look on councils with suspicion and withhold needed support. To be effective councils need access to three categories of resources: empowerment resources (budget, staff, and communications capability), development resources (help in utilizing skill development and information sharing), and information resources for taking action on school-related issues. This document discusses the nature of these needs and provides an annotated listing of materials and organizations that can be of assistance in understanding and obtaining the resources required.
