This volume presents the proceedings of hearings concerning the allocation of Title I funds to States, districts, and individual schools. Proposals and a discussion of a bill introduced to change the allocation formula from an economic base to an achievement base are included. Other issues discussed in this volume are: the Elementary and Secondary Education Act 1977 amendments; changing the Title I formula from an economic base to an achievement base and the consequences of this change; allocation policies and processes; educational equality and educational quality; pupil selection for Title I funds; an assessment of who is and who is not selected for compensatory education; features of state testing and assessment programs; issues pertaining to guidelines for achievement based Title I eligibility estimation in school districts through States; a discussion of H.R. 7571, a comprehensive educational bill which seeks to allocate funds based upon educational needs; a survey of income and education; a discussion of ways in which the measure of poverty may be more accurately or currently developed; and an analysis of Title I involvement in various States.
