The objective of this project was to improve the Orange, California Unified School District's system for evaluating school principals through the development, implementation, and evaluation of a model program. The intended result of improved evaluation through the model was to identify those management skills which each participating principal needed to develop or improve to become a more effective educational leader in the school and community. The model program was developed and implemented with emphasis on the following specific goals: (1) to identify for each participating principal those mangement skills needing improvement or development; (2) to achieve cooperation between the principal and the evaluator in the attainment of school, district, and personal objectives; (3) to provide an objective basis for district evaluation of school principal competence in specified areas. The following skills were also evaluated: selection and assignment of teachers, staff development, budgeting, school evaluation, decision making, and identification of curriculum needs. (Author/CTM)
