An Assessment of Transfer Program Outcomes.

This paper describes the development of a system for assessing transfer program outcomes (TPO), using the effort at Oakton Community College (OCC) as an example. While originally designed to provide timely information on senior institutions as experienced by transfer students, TPO appeared to do considerably more. System highlights included more accurate advising of potential transfers and generation of more accurate data for college planning, accountability, and monitoring of community college transfer students in public senior institutions. The report details the pilot study of OCC and development of the survey instrument. It proceeds to cover the promotion of TPO at both the community college and the senior institution. Specific outcomes relative to feedback from transfer students to both institutions, data base building, methods of analysis, and dissemination strategy as well as other benefits such as the usefulness of data for reporting requirements to federal and state agencies, the strengthening of institutional affiliations, and the ability to pinpoint potential problems are reviewed. Possible obstacles in TPO data collection are identified and include timing and lack of senior institution cooperation. Suggestions for procedural improvements are made. (TR)
