Large Scale Development of Computer-Based Instructional Systems.

The Individualization Project at the Ontario Institute for Studies in Education (OISE) was organized on a cooperative basis with a federal agency and several community colleges to move smoothly from R&D to a production mode of operation, and finally to emphasize dissemination of computer courseware and systems. The key to the successful developments in computer assisted instruction (CAI) over an eight-year period was the cooperative nature and mutual respect demonstrated by all Project participants. This developmental cooperative approach has implications for the successful introduction of other instructional technologies into educational systems as well as CAI. Description of the project, including interagency cooperation, project organization, courseware and technical development, and growth patterns, provides suggestions for successful implementation of educational innovations.
