Described is the development and operation of Ithaca (New York) City School District's Comprehensive Support Services Program (CSSP), a diagnostic prescriptive approach to coordinating services for children with learning problems. Listed are program activities (such as providing training opportunities for the total teaching staff) and program objectives (including to provide information and assistance to other districts). The CSSP process is diagramed, and data on national and actual norm gains are provided. (CL)
