As part of a study of selected developing colleges and universities funded under the Advanced Institutional Development Program, this report reviews Valencia Community College (VCC) in Orlando, Florida, according to its state-of-development, structural history, administrative structure, and management system and effectiveness. Within this framework the report covers college program components (open door/open access, alternative modes of instruction, and short- and long-range institutional planning and development), environment, mission and goals, constituencies, technologies, and attention paid to management needs, implementation of viable management, effective resource use and planning, constituent involvement, and renewal capacities. VCC is a multi-campus system. The emergence of the multi-campus structure has prompted the college to attempt to develop a new administrative structure and management system in order to provide more effective management. New system implementation progresses slowly, although deliberately at VCC. Administrators are trying a systematically coordinated approach, the need for which is acknowledged by those involved in the implementation process. Diverse viewpoints about the new system are manifest, indicating positive constituent interest in revamping the college. (TR)
