The Basics in Speaking and Listening for High School Graduates: What Should Be Assessed?

The trend toward establishing minimal competency requirements for high school graduation led the Speech Communication Association to establish a task force that would recommend what speaking and listening skills should be required of high school graduates in the United States. This paper describes the work of that task force, indicating the procedures that the task force used to review research and to select and apply criteria for making competency recommendations. The report concludes with a statement about the implications of those basic skills recommendations. An attached list of the twenty recommended speaking and listening competencies shows how the competencies can be applied in occupational, citizenship, and maintenance situations. (RL)
