This speech by the U.S. Commissioner of Education surveys the impact of formal education in raising the level of intellectual and social achievement in America. It also discusses the role of the federal government in streamlining bureaucratic regulations and paperwork so that educational grants can be more readily available and more efficiently processed. In recognition of the demanding role school administrators fill, the author recommends a Leadership Institute, supported by the federal government, to provide the stimulation and time for self-renewal for overburdened superintendents and principals.
