This report by the Comptroller General of the United States describes the problems faced by institutionalized neglected or delinquent youths and suggests ways to enhance the effectiveness of Federal educational assistance made available for them. It begins by describing the administration and funding of the program, and stating the scope of the review. It presents detailed arguments showing that more selective funding of projects is needed. Finally, it questions whether academic educational assistance for institutionalized youth should be the highest priority for federal assistance. Appendices provide additional descriptive information.
