This publication is designed to assist juvenile justice administrators in developing and upgrading volunteer programs. The thinking and practices represented in this guidebook are a result of a survey of 100 volunteer programs throughout the U.S. as well as on-site visits of 15 programs. Topics covered include a rationale and standards for use of volunteers, the development and organization of a volunteer program, recruitment and screening of volunteers, in-service training, the role of the volunteer, and the program assessment.
