The Secondary Teacher Education Program (STEP) of the University of Texas at El Paso is described as a comprehensive program possessing strong theoretical underpinnings and reflecting a conceptual model of the education profession. Processes for developing program objectives in six broad areas are described and features essential to the instructional model are identified. The program resulting from these objectives takes place in a problem-solving context and models the problem-solving nature of the teaching profession. The management aspect of the program involves team governance committees and interdepartmental-interdisciplinary teams, as well as input from the local cooperative teacher education center. Methods for evaluating both interns and the program itself are described. Appendices present: (1) fifteen goals of the College of Education; (2) program objectives, competencies, and indicators; (3) an overall description of the STEP program; (4) roles and responsibilities of STEP team members; (5) a description of the El Paso local cooperative teacher center; and (6) criteria for program evaluation.
