Computer Based Learning 1. A Survey of the Factors Influencing its Initiation and Development.

The main purpose of this report is to help improve the management, development, and implementation of one of the major innovations in the field of education in the last few decades, namely the use of computer facilities in education. Based on an investigation of relevant literature and upon the answers to an international questionnaire, it has grown into a guide for decision makers and researchers. Countries surveyed include the U.K., the U.S.A., the Netherlands, and Canada. It deals with such topics as educational technology and "classical" computer-based instruction; artificial intelligence; adjunct use of the computer in computer-linked subjects; knowledge-based systems in the "soft" sciences; influences from military, vocational, and industrial training; testing, and computer-managed instruction. Conclusions are summarized under six headings: general development and scale of work, the purpose of CAI projects, rated importance of suggested reasons for developing computer based learning, training of non-specialists and consultancy services, courseware development, and expectations of computer based learning. One general recommendation emerges: a rethinking of the organization, the financing, and goal-setting of development projects in this field. (VT)
