Linking Program Planning, Long-Range Decision-Making, and Accountability in Special Education: A Reappraisal of the State of the Art from the Users' Viewpoint.
Proger, Barton B.
The author characterizes current decision making in special education as arbitrary, based upon little or no data, and devoid of long-range planning. He proposes a planning and decision making model consisting of four components: overall coordination, data gathering, planning, and long range decision-making mechanisms. The model is explained to enable development of long range plans with an adequate, empirical basis. (CL)
