The author characterizes current decision making in special education as arbitrary, based upon little or no data, and devoid of long-range planning. He proposes a planning and decision making model consisting of four components: overall coordination, data gathering, planning, and long range decision-making mechanisms. The model is explained to enable development of long range plans with an adequate, empirical basis. (CL)
