The Effects of School Finance Reform: Changes from 1970 to 1975. A Report.

This study is an attempt to obtain a national assessment that could help inform federal policy. The study looks at all the states in order to obtain an assessment on a consistent basis, is based solely on results of reform--disparities in the distribution of education funds, and examines not only the state's status in a recent time period but also the extent to which that status constitutes progress. Section 2 analyzes overall disparities in each state. Section 3 analyzes the distribution of education funds among districts that vary in local wealth and among districts that vary in urban status. Section 4 discusses the role of state aid as an equalizing factor and examines changes in the spending levels in the states. Section 5 estimates the costs of future equalization and presents a method for using equalization costs as an indicator of disparity. Section 6 employs the results of the preceding sections to focus on status and changes in reform states. The final section summarizes the findings for the reform states and for the nation as a whole.
