The purpose of this paper is to provide brief sketches of a variety of issues for consideration by the National Institute of Education as new or continued initiatives in future planning to understand educational finance and equity. The issues are categorized under four general areas of concern--equity issues (cost of education indexes; fixed charges and school resource equalization; interaction of federal, state, and local education funds; and interdistrict disparities), impact issues (capitalization effects of school finance reform and finance reform and student outcomes), response issues (education reform opportunity cost and district responses to finance reform), and measurement issues (measuring finance reform and alternative measures of district wealth). Three additional areas of concern have been pulled out of the above four categories for special emphasis--the urban question, collective bargaining, and the cost and financing of special education.
