Contents of this research report appendix include a summary of the methodology employed for surveying corrections agencies and institutions during phase one and an outline of a Markov modeling exercise to be applied in phase two of the project. The Dynamic Correctional Planning Model is presented equation by equation in chapter 1 including sections on the police sector, court sector, sentencing sector, corrections sector, and prison capacity sector. The second chapter presents a validation of the correctional planning model. Chapter 3 describes the method used to survey corrections agencies and institutions, including survey forms used. Chapter 4 presents statistical data of results of the dynamic modeling exercise, and chapter 5 the statistical data of the results of the policy-blind projections, alphabetized by state. The concluding chapter presents the Markov Model, a statistical model of the flow of persons through the criminal justice system. (BL)
