This publication describes a program of policy research sponsored by the Office of Youth Development, U.S. Department of Health, Education and Welfare. The purpose is to determine how the federal government can best support state and local community efforts in administering coordinated programs for youth development and delinquency prevention. A promising approach which has emerged is presented. This publication is intended especially for practitioners in the field of youth development and delinquency prevention, and for community decision makers. It is divided into four major sections, each discussing an element of the approach: (1) strategy for youth development and delinquency prevention; (2) institutional change; (3) youth services systems; and (4) planned experimentation.
