Early Action on the Global Environmental Monitoring System. A Report of the International Environmental Programs Committee.
National Academy of Sciences - National Research Council, Washington, DC. Environmental Studies Board.
The Global Environmental Monitoring System (GEMS) is one of four components of Earthwatch, a part of the United Nations Environment Program (UNEP). The purpose of GEMS is to provide early warning of impending natural or man-induced environmental changes or trends that threaten direct or indirect harm to human health or well-being. In 1975, the International Environmental Programs Committee (IEPC) of the National Research Council joined with the Department of State to review plans for GEMS. At this symposium, two basic questions were asked: (1) What monitoring is desirable and practicable at the global level? and (2) What suitable methods exist or could be designed to draw upon scientific resources of governments and private institutions to participate in the development of the GEMS program? This publication is the report prepared by IEPC and it addresses those questions. There is a section on literature cited and a listing of the symposium participants included in the report. (MA)
