Many colleges and universities have claimed some degree of financial distress, have sought increased federal, state, and philanthropic assistance, and have agonized over predicted declines in youth demand for higher education. In response to these concerns, numerous cost studies have been conducted but little is known of the relative efficiency of resource use in higher education. This paper estimates empirically the resource use behavior of relatively efficient, historically black four-year colleges and shows that for the variables considered, there are significant economies achievable by adopting the resource use patterns of relatively efficient institutions. Focus is on the theory of production function analysis, previous production function studies in higher education, and its use in black colleges. A five-page bibliography is included. (Author/LBH)
