The report focuses on recommended changes in existing federal, state, local, and private actions that support the existing University Affiliated Facilities (UAF) program, a national network of university affiliated interdisciplinary training programs for individuals working with mentally retarded and other developmentally disabled persons. An introductory section outlines the purpose of the report, the original program concept, assessment of program progress, and an overview of the UAF program. Section II describes the four basic program elements: training, service, technical consultation, and research. A third section focuses on activities geared toward strengthening the quality of individual programs to meet national standards and establishing national-level guidance and direction to program growth which will link UAFs in concert to deal with specialized national needs. Outlined in Section IV are procedures for restructuring governmental participation in the program. Final sections cover relationships with states and the service systems, the role of universities, the role of the American Association of University Affiliated Programs, and a summary of recommendations.
