A comprehensive description, using nonlegal terminology, is presented of the Title I legal framework pertaining to the requirements school districts must satisfy to receive assistance under Title I (eligibility and targeting of children, and school attendance areas, program design, concentration, comparability, supplanting, and parent involvement). Also covered are functions performed by State Educational Agencies (application approval, technical assistance, monitoring, and enforcement) and functions performed by the Commissioner of Education (approval of state plans, rulemaking, technical assistance, monitoring, auditing, and enforcement).
