Competency Based Education in Oregon.
Northwest Regional Educational Lab., Portland, OR.
This publication examines the competency-based education (CBE) movement in Oregon, which resulted in the adoption of new Minimum State Requirements for Graduation in 1972 and the subsequent adoption of competency-based Minimum Standards for Oregon Public Schools in 1974. It first discusses the general characteristics of CBE and then suggests some reasons for the growing interest in CBE throughout the United States. Most of the paper reviews the development and adoption of CBE policies in Oregon, focusing in turn on the evolution of CBE policies in Oregon, a discussion of Oregon's competency-based minimum educational standards, the experience of Oregon school districts in implementing CBE requirements, and the problems experienced during CBE implementation in Oregon. The appendix contains a copy of the Minimum Standards for Oregon Public Schools, as well as the results of a survey that examined Oregon school districts' experiences with the new CBE requirements.
