School Finance Reform and Court Challenges in the 1970s.

This publication presents a brief review of the history of school finance programs in the United States and summarizes the changes that have occurred in school finance during the 1970s. Section 1 briefly traces the history of American school finance reform from colonial times until the mid-1960s. Section 2 examines major court challenges of school finance programs, focusing mainly on the cases of Serrano v. Priest, Rodriguez v. San Antonio School District, and Robinson v. Cahill. Section 3 discusses major trends in school finance reform during the 1970s. Section 4, which consitutes more than half of the publication, presents a state-by-state summary of state school finance reform legislation and lawsuits challenging school finance systems for the period 1971-1977. A comprehensive bibliography of publications on school finance reform and court challenges of school finance programs is also included. (Author/JG)
