Procedures and results of a project to develop and verify a list of communication skills that students in postsecondary vocational technical institutes should possess upon graduation are presented in this report. A list of forty-six competencies was developed and sent to 765 vocational technical adult education (VTAE) graduates and 740 employers of VTAE graduates for evaluation. Respondents represented eleven different industrial and service education program areas. Approximately 37% of the employers and 50% of the graduates responded. (Results are presented in fifty-eight pages of tables which show the rank order and mean response for each of the forty-six competencies determined by both the graduates and the employers. Included in the forty-five-page appendix are questionnaires, employer comments, and a listing of communication skills and tasks under headings of speaking, reading, writing, listening, and miscellaneous.
