This paper presents a management by objectives system in three sections: a method of developing the organization's goals and objectives, a method for the development of personal job functions and performance objectives, and a method for the establishment of performance evaluation sessions. Key terms are defined. A rationale for developing organizational goals and objectives is presented, followed by a sequence of functions for developing them, with tasks outlined and personnel responsible for their completion designated. The second section is presented in the same format. The significance of establishing performance evaluations is described and a three-step process for measuring individual performance is outlined. Suggestions are offered for monthly, quarterly, and annual project reviews. Strategies for implementing a management by objectives system are presented, as well as difficulties and problems of implementation. (BL)
