Nine sections cover regulations in the following areas: (l) authority, scope, general principles, effect, and definitions; (2) methods of providing services; (3) state and local responsibilities; (4) planning; (5) services and program management; (6) personnel qualifications; (7) facilities, materials, and equipment; (8) enforcement; and (9) public participation. Each section includes a set of specific provisions and an accompanying commentary which provides underlying rationale, notes current practices and trends, and supplies background information for persons other than those specializing in the field of communication disorders. Included with the document is a separate booklet presenting a copy of the regulations only. (IM)
