This publication describes in considerable detail plans for a research program designed to investigate the use of school and university certificates as prerequisites for employment and the impact of that use on schools and universities. Specifically, the research program is designed to investigate three basic theses: 1) that the use of formal educational qualifications to select people for employment makes education a major determinant of life chances; 2) that, as a result, the qualifying or grading function of schools tends to be exalted at the expense of the educational function; and 3) that attempts at educational reform that do not take into account linkages with the employment market are fruitless. The research plan examines these questions in greater detail, describes the methods selected for researching them, and offers a bibliography of relevant previous research. (Author/JG)
