Presented is a summary of the State Master Plan for Special Education in Oregon, designed to guide the activities necessary to achieve the goal of providing full educational opportunities for all handicapped children by September 1, 1980. The document is divided into two major sections: rationale, philosophy, and definitions for a state master plan for special education; and major goals and objectives for special education. Individual sections address the following areas: a model for full educational opportunities; protection of individual rights; personnel development; evaluation and data system; administration and organization; finance of special education; and major goals and objectives timelines.
