The National School Boards Association Discipline Committee found that discipline-related problems are increasing in frequency and have become a major concern to school authorities. The committee surveyed more than 100 school districts throughout the United States, concentrating on large urban districts. On the basis of the data it collected, the committee made six recommendations: (1) Districts should establish task forces to collect information on discipline problems; (2) Students, parents, teachers, and administrators should be involved when discipline policies are developed; (3) Discipline policies should be written and distributed to all interested parties; (4) Teachers should be offered inservice training to learn to deal with student offenders consistently and fairly; (5) School employees should be encouraged to exercise their legal rights to prevent violence in the schools; and (6) Alternatives to suspension and alternative educational programs should be set up.
