This chapter discusses the relationship between the various processes of educational policy-making and the corresponding sectors and processes of general governmental policy-making, particularly at the federal level. In her discussion, the author describes and analyzes educational governance as a subarea of the overarching system of American federalism, tracing the historical development of educational governance and the federal government's involvement in education from 1790 to the present. In conclusion, she discusses the responsiveness of the federal system of educational governance to the demands of state and local governments and individual citizens. (JG)
