This statement by the National Council of Supervisors of Mathematics includes a definition of "basic skills" in mathematics and a rationale for the position that "basic skills" must include more than computation. Ten basic skill areas are identified and discussed. Basic skills and the student's future, minimum essentials for high school graduation, developing the basic skills, and evaluating and reporting student progress are each considered briefly. (DT)
