A rationale for using learner outcomes as the primary indicator of teacher effectiveness is presented. Specific procedures are outlined for collecting different kinds of pupil data to use in the evaluation process. Emphasis is given to the problems of making reliable inferences about teacher effectiveness and to the role that fellow teachers play in establishing reasonable standards of teacher effectiveness.
