This report focuses on the earliest public records in the custody of Oregon, those documenting public actions during the Provisional and Territorial Government period, 1841-1859. It: (1) outlines the concern for preserving and making accessible Oregon public records; (2) examines the factors causing records to physically deteriorate; and (3) analyzes and makes suggestions for improving agency policies, procedures, and conditions relating to conservation of all archival resources, and specifically relating to physical preservation and intellectual control for Provisional and Territorial Government records. Included in the appendix are an item index and checklists for Provisional and Territorial Government records, material deterioration test results, cost estimates for reprocessing materials, and a select conservation bibliography.
