Library Services and Construction Act, Hawaii State Library System: An Evaluation.

A study was conducted to determine how well Hawaii is fulfilling the intent of the Library Services and Construction Act (LSCA) in the design and objectives of public library services, and to identify considerations for future directions. Fund management, program management, and recommended programs were reviewed, and general and specific recommendations developed. The evaluation took place in three phases: (1) general review of materials and records; (2) assessment of program through on-site visits of sample projects, interviews, questionnaires, and discussion with program workers and users; and (3) analysis of materials and interviews. The study recommended establishing specific programs to meet identified needs of the people with continuous evaluation. It also recommended an immediate and continuing federal financial audit of the program. The analysis suggested a needs assessment be made, criteria established, priorities determined, and total budgeting take place as a total program is developed. A review of present state of Hawaii libraries, and selective library and project profiles are included in the appendix. (Author/KP)
