In this first legislative report by the Maryland State Board of Higher Education (SBHE), which became operational in 1976, comment is made on approximately half of the 64 measures enacted by the state legislature during the 1977 session. The report is divided into five parts: (1) general analysis and summary of SBHE departmental and program proposals; (2) enactments with fiscal impact on higher education in Maryland; (3) enactments with operational impact; (4) an analysis of the fiscal year 1978 operating and capital budget bills; and (5) legislative committee recommendation to SBHE.
