State Budgeting for Higher Education: Data Digest.

In July 1973, the Center for Research and Development in Higher Education, University of California, Berkeley, began a three-year, 50-state study of procedures used by state agencies in formulating the budgets of colleges and universities. This document describes and analyzes the progress of institutional budget requests through the state-level agencies from the time that pre-budget submission instructions are first issued by a state agency until institutional budget requests become legislative appropriations. The primary emphasis is on budget review and analysis process and the procedures used by the state agencies. It concentrates on the administrative interfaces between the several state agencies that review and analyze budgets and between these agencies and the institutions, or systems of institutions, of higher education. It is accompanied by a limited examination of budget development processes for two-year colleges. Seventeen states form the basis for narrative and tabular description and comparison. The tables and state descriptions present the basic data from these states. (Author/KE)
