This state plan is a working document in the planning and developing of the Department of Education's guidance program for the present and the immediate future. The plan identifies approaches and activities to help students with their normal but nontheless crucial growing up tasks, as well as with their special problems. It anticipates their needs and suggests ways to meet them promptly to insure the students' maximal personal development. This document also contains provisions for implementing the guidance program, such as coordination of program management, staffing, in-service training and material resources. Implementing guides by levels for use by school personnel will be forthcoming. (Author)
