Early Childhood Education in Urban America. Part I: An Overview.

This paper (Part I of a presentation titled "Early Childhood Education in Urban America") provides information primarily for non-Americans interested in early education as it is related to the management of educational change. The focus is on policy making in early childhood education from a historical perspective, covering the years 1933-1976. Enduring themes in American early childhood education are identified and described. The existing structure of early childhood education is outlined in an overview of goals and purposes, and organization and administration of programs at the federal, state and local levels. Enrollment patterns, and recent developments in urban school systems, including parenthood education and adult education, staff preparation and development, and competency based training programs are also discussed.
