An Evaluation of the Resource Development Unit of the Kentucky Bureau of Vocational Education. Final Report.

The overall objective of the project described in this report was to assess the impact of research, exemplary projects, and associated technical services, sponsored by Kentucky's Research Development Unit (RDU), on Kentucky vocational education during the 1970 through 1975 period. Six major sections are included. The introduction presents an overview of the project and background information, and a review of other RDU evaluation studies. The second section explains the basic problem under consideration during the project's evaluation study and details the ten specific objectives which it accomplished. It also details the study's intent, objectives, constraints, and strengths. The third section explains the study's methodology, which included the following five major activities: (1) The identification of all research and development projects sponsored by the RDU during the 5-year period, (2) the development of a classification scheme for categorizing all RDU funded projects, (3) the development and administration of two surveys designed to help assess the impact of the RDU, (4) onsite visits to five projects, and (5) a 3-day onsite evaluation of the RDU by three project staff members and two outside consultants. Section four describes the results. Section five and six respectively present the conclusions and recommendations generated by the study. Finally, the appendixes contain the instrumentation associated with the study's data collection efforts. (HD)
