Purpose of the Advisory Committee was to: advise the Assistant Secretary/Commissioner of Education on the problems central to the education of the Spanish speaking children and adults, particularly those of bilingual bicultural families; recommend, where appropriate, shifts in emphasis of the Department of Health, Education, and Welfare (HEW), programs to accommodate special and generic needs of the Spanish speaking population; and help the Department of HEW coordinate its efforts and programs dealing with the Spanish speaking as authorized by the various acts of legislation. The Committee was to have had a three year tenure of office; however, because of budgetary restraints, it was delimited to nine months, beginning on July 1, 1972. This report examined communications among and about the Spanish speaking in all programs and the people who administer these programs. Of particular concern was the various interpretations that official documents and statements issued by USOE officials were subject to because of their characteristic ambiguity. Four categories were examined: school systems, development, higher education, and the Office of Education. Overlapping findings and recommendations were separated into these categories. Biographical notes on the Advisory Committee members and demographic data on the Spanish speaking population are included. (NQ)
