This document has been prepared for school board members and other school and community people who do not have an extensive background in business or school finance. It is written in a format that makes it easy to read and easy to reference specific topics. Each topic is covered in a two-page set with a description on one page and a graphic or summary presentation on the facing page. The document is written in laymen's terms but, to ensure complete understanding, a glossary of often-used terms is included in the last chapter. The document is divided into four chapters that cover all aspects of the school district budget. The budget itself is described in terms of history, theory, and structure. The budget development process is then covered, followed by a description of the required legal documentation. Samples of documents are provided. Finally, there is a discussion of budget management, which is necessary for successful fiscal accountability. (Author/IRT)
