This book, one of a series of National Educational Policies Reviews, contains three reports which examine educational policy in Canada. The Education Committee of the Organization for Economic Cooperation and Development (OECD) conducts the educational reviews of its member countries in an effort to stimulate a process of self-examination in the field of educational policy. Part one contains the Examiners' Report and discusses educational policy development since the early 1960's, the equality of educational opportunity in Canada, how minority groups have fared, democratization and participation, and the role government plays in policy making. Part two contains a record of the review discussion held between Canadian educators and the OECD Educational Committee. The agenda of the discussion was based on the following problem areas identified by the Examiners: intergovernment relations; the policy-making process; school governance; bilingualism; levels of the school system--problems in the content of education; educational opportunity; and educational research, information, and dissemination. Part three contains the background report, prepared by the Canadian Authorities, discussing the constitutional, statistical, operational, and organizational background of education in Canada.
