A study was undertaken to: (1) assess problems with UHF television systems; and (2) identify problem-solving activities on which different broadcast institutions could cooperate, The model for comparing UHF with VHF broadcast/reception services assigned performance disparity figures to each of the following elements: (1) transmitter and transmitting antenna; (2) propagation path; (3) receiving antenna; (4) receiving antenna transmission line; and (5) television receiver noise. This report describes the methodology for measuring each parameter, and it summarizes conclusions and recommendations. (EMH)
