Presented is the text of the hearing held in Aug 1974 on two house bills (H.R. 15779 and H.R. 15918) to establish an agency for the prevention of child abuse in the District of Columbia. Included are the full texts of the two bills and statements by persons representing such groups as the Children's Hospital National Medical Center, the Community Task Force on Child Welfare Reform, the Juvenile Justice Clinic of the Georgetown University Law Center, the government of the District of Columbia, and the National Center for the Prevention and Treatment of Child Abuse and Neglect.
