Identification of Professional Competencies Necessary for Teachers of Disadvantaged and Handicapped Youth. Final Report of EPDA Project 74122.

The purpose of this project was to identify the competencies necessary for vocational education teachers who serve Ohio's special needs students. This final report identifies the project objectives, describes the strategies implemented, and presents the results of the project. The major goals of the project were: (1) to involve three populations--State, university, and local teacher personnel--in identifying teacher competencies, (2) to develop a comprehensive list of competencies, and (3) to introduce project results to teacher educators for eventual incorporation into preservice and inservice teacher education programs. The report includes a brief sequential analysis of the extent to which the goals were attained. The procedures used to identify and validate the 112 competencies are outlined. Also included is a listing of project recommendations to consider when designing teacher preparation programs for the handicapped or disadvantaged. Appended are the tabulated results of the evaluation of the finalized competency list by teachers in the Ohio programs of occupational work adjustment, occupational work experience, and special needs.
