Field Test and Outcome Milestone Report for Preparing Educational Training Consultants: Consulting (PETC-II).

Preparing Educational Training Consultants (PETC) is a series of three cumulative and sequential instructional systems currently being developed by the Improving Teaching Competencies Program (ITCP) of the Northwest Regional Educational Laboratory (NWREL). This paper presents the results of an evaluation of the second instructional system in the PETC series, PETC-II: Consulting. This report includes four chapters. In the first, the PETC-II instructional system is described including its rationale, goals and objectives, training materials, procedures and target populations. The second chapter summarizes the field test evaluation methodology. The evaluation rationale and methods of obtaining information are explained for the five independent evaluation activities conducted in the field test and outcome milestone periods. The third chapter consists of a synthesis of the results of the five evaluation activities. Finally, the last chapter gives the conclusions of field test and outcome milestone evaluations. Appendix A includes a detailed description of the methodology and results of the five field test evaluation activities. Appendix B presents the developmental history of PETC-II in conjunction with a description of the general stages of product development in the Improving Teaching Competencies Program. Appendix C lists cognitive and performance objectives for PETC-II and Appendix D contains copies of evaluation instruments. A copy of the installation guidelines and registration material is provided in Appendix E. (Author/DEP)
