This newsletter consists of two parts. The first contains two articles of general interest to nations belonging to the Council of Europe, and the second contains brief reports on educational developments in eleven European countries. Seven articles are written in English and six in French. General interest articles include a discussion of the role of science in higher education, and an overview (in French) of France's crisis in secondary education. English-language reports from individual countries include discussions of a Danish proposal to reform curricula in grades 10-12 and Greece's plans for modernizing education. Two reports on educational policy in West Germany are included. The Netherlands' reports concern open-school pilot projects and proposals for reducing student power, while those from Sweden deal with working conditions in the schools, budgetary increases, and a survey of youth attitudes. The passage of a sex discrimination act and proposal of a race relations bill in the United Kingdom are reported. (SD)
